If you have never heard of Bittorrent before and are not sure how to use it, you may want to read this introduction or the Wikipedia article.
All of the torrents listed here are web-seeded; if you do not see a seed try using a client that supports web-seeds like BitTornado. You can also see a full list of recommended clients. If you are interested you can read a copy of the web-seed specification (hosted on bittornado.com).
All the CDs here are in an .iso image format; if you are running Windows there are many programs out there that will let you access (or burn) an .iso image like Nero or you can use WinRAR. On the other hand if you are running OS X you do not need any additional programs, just double click. For any other operating system you likely know better than I do how to deal with an .iso file.
For those who are interested you can read the orientation from the original Honorverse CD. Or you could drop by Baen's Free Library for an in-depth reasoning as to why Baen makes so many of its books available for free.
In case anyone wondered, at this time there is no known 10th CD.
